onyx-cnpg-crds Helm chart

CloudNativePG CRDs for the Onyx chart, isolated in a CRDs-only subchart so they can be toggled via the parent's postgresql.installCRDs value. Helm still gives crds/ its special pre-install treatment (applied before the main manifest is built), so the CNPG Cluster CR in the parent chart passes build-phase validation on a fresh install. Keep crds/cnpg-crds.yaml in byte-for-byte sync with the cloudnative-pg subchart pinned in the parent Chart.yaml (verified by onyx/scripts/check-cnpg-crds.sh).
